Tintin finds a briefcase belonging to a professor of seals, and then gets drawn into a conspiracy in the Kingdom of Syldavia. Someone is plotting to steal King Ottokar's sceptre, without which the king will lose his throne. Tintin has to get to the sceptre before the plotters.
