The third Rain Wild Chronicles novel brings the dragon keepers to Kelsingra - or what remains of it - and begins the work of understanding what the lost Elderling city means for the dragons and their keepers. The novel shifts the chronicle's concerns from the journey to the arrival, examining what it means to inherit a civilisation you have no living memory of and to become the thing you were always meant to be. The political situation in Bingtown and the Rain Wilds develops in parallel, with outside interests threatening the independence of the dragon sanctuary the keepers are building. City of Dragons is the most world-building focused of the four Rain Wild novels.
